ABOUT THE POSITION
The County of Riverside – Riverside University Health System-Medical Center UR Case Management is seeking a Clinical Director of Nursing Services II. Candidates with knowledge of Case Management, Social Work, or Behavioral Health management of a large team are encouraged to apply. EPIC and InterQual knowledge is preferred.

Under general direction, directs the planning, organization and coordination of the administrative, clinical, integrated care and other nursing services; performs other related duties as required.
The Clinical Director of Nursing Services II works in a managerial level capacity and reports to the Executive Director, or appropriate director level management position. This class is characterized by the responsibility for 24/7 patient care delivery as well as planning, organizing, staffing, budgeting, and directing the accomplishment of the department’s short and long-term goals and objectives.
The Clinical Director of Nursing Services II is distinguished from the Clinical Director of Nursing Services I by the former’s ability to manage a specialty department, that due to its budget, size, complexity, and/or level of staff, is considered large.
This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the RUHS-MC Chief Executive Officer.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

EXAMPLES OF ESSENTIAL DUTIES

• Work closely with the House Supervisors/Departments and Transfer Center staff. Knowledge of the day-to-day operations of the Transfer Center.
• Track/Trend/Monitor the DNB (Discharged Not Billed) and the Bed Days Table

• EPIC and InterQual knowledge is preferred.

• Develop, implement, and revise departmental goals, policies and procedures, department specific performance improvement objectives, and patient safety and reliability programs; determine the appropriate organizational structure, staffing patterns, and nursing methods and operations necessary to ensure delivery of quality and safe patient care and efficient delivery of patient services.

• Provide leadership in the coordination and implementation of nursing educational programs; ensure survey-readiness and compliance with standards of Joint Commission, federal and state regulatory agencies, as well as with organization-wide benchmark criteria; evaluate and initiate corrective action regarding operational compliance with licensure, accreditation, and regulatory standards.

• Participate in strategic planning for the organization and nursing services; align departmental goals and objectives with the mission, vision, and values of organization; participate in planned orientation and in-service training programs to explain hospital policies and organization and to demonstrate nursing procedures and practices; act as a resource to medical and administrative staff, other county departments, the community and external regulatory agencies on issues related to department nursing and/or integrated care services.

• Directly and through supervisory staff, select, assign, and direct the work of subordinates; review employee progress and efficiency reports, discuss findings and evaluations with supervisors and managers; make recommendations and implement as required; assign and reassign personnel to provide adequate unit staffing.

• Make periodic inspection rounds of all units to evaluate the quality of patient care and operations; investigate complaints regarding patient care and staff.

• Conduct regular staff meetings to advise and guide managers and supervisors in administrative and personnel matters and in interpreting and enforcing hospital policies, rules, regulations, and procedures.

• Prepare and maintain reports of nursing services or integrated care services and activities; gather and compile budget data; direct the preparation of budgets for assigned area, integrate with organizational budgets, and ensure accountability for budget and personnel resource requests.

• Attend, participate in, and conduct staff meetings, committee meetings, and conferences; attend professional meetings to represent the department.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a bachelor’s degree, preferably with a major in nursing, nursing administration, or a closely related field to the assignment. (Additional qualifying experience may substitute for up to two years of the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Four years as a registered nurse at an accredited acute care hospital, which must have included three years of nurse supervisory experience. (A master’s degree from an accredited college or university in nursing or nursing administration may substitute for one year of the required non- supervisory experience.)

Knowledge of: The principles of nursing administration and organization, business, and personnel administration; modern principles, methods and procedures of nursing; principles and techniques of effective supervision and staff utilization; quality, patient safety and performance improvement programs, peer review and legal aspects of care; uses and effects of medicines and narcotics; principles and techniques of effective supervision, management, and administration; Joint Commission, federal and state regulations related to emergency department nursing services in an acute care hospital.

Ability to: Clearly and effectively communicate verbally and in writing with staff and the public; plan, organize, direct, coordinate and review the activities of operating room/perioperative nursing services; supervise, instruct, motivate, monitor, train and evaluate professional and nonprofessional employees; plan for future needs of nursing services in terms of personnel, equipment and supplies; recommend improvements in nursing operations consistent with current nursing trends; establish and maintain systems of records and reports; establish and maintain cooperative relationships with staff and the public.

SUPPLEMENTAL INFORMATION
Condition of Employment
In accordance with the California Department of Public Health Order dated August 5, 2021, and amended December 22, 2021, health care facility workers who work in indoor settings where care is provided to patients or where patients have access for any purpose must be vaccinated against COVID-19 as follows: first dose of a one-dose regimen or second dose of a two-dose regimen, by September 30, 2021. Effective March 1, 2022, all healthcare facility workers must have their booster, obtain the booster within 15 days of becoming eligible for one, or a declination form on file for the booster. Consideration may be given to candidates who are in the process of completing their vaccination regimen.

The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs; or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons. Workers who are exempted from the vaccination requirements must observe all other infection control requirements, including face coverings and regular COVID testing at the frequency required by their work site.

A requirement of employment is to provide proof of COVID-19 vaccination, or a completed COVID-19 Vaccination Declination form (filled out by the candidate and their medical provider as appropriate), during the pre-employment process. Failure to submit the required documentation may render a candidate ineligible to move forward in the process.

Pre-Employment

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees’ Retirement System (CalPERS).

• Tier I (Classic Member – Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
• Tier II (Classic Member – Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
• Tier III (PEPRA New Member – Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees’ Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

ANNUAL LEAVE (Bi-Weekly Accrual):

0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours

Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
