The Team
The Data Governance and Operations team is one of the five verticals within the newly established Chief Data Office (CDO), part of T. Rowe Price’s Chief Operating Office (COO). The team is responsible for establishing and leading a firm-wide data governance framework across all aspects of T. Rowe Price’s data operations and infrastructure. As a key pillar of the firm’s risk management framework, the team is on the front lines of protecting the franchise, internal and regulatory compliance and driving operational excellence.
The Role
The Data Governance Program Director reports to the Head of Data Governance & Operations. As the Data Governance Program Director, you will oversee a strategic portfolio of high-impact projects to build the Data Governance & Operations framework, capabilities and team. As the Data Governance & Operations function matures, you will lead an evolving portfolio that supports a robust governance and controls framework, drives continuous improvement across all CDO functions, and leads innovation to modernize and automate processes. You will report directly to the Head of Data Governance & Operations and play a key role in developing and executing our data strategy. As a direct manager of a highly skilled team of experts, you will provide day-to-day management, leadership, coaching and skills development that maximizes opportunities for growth and retention.
Impact
The role is critical to ensure that the projects undertaken within Data Governance & Operations delivers against the overall CDO data strategy and the broader COO and Corporate strategic priorities. You will have the opportunity to work across different functions within the CDO and use your influencing and networking skills to build key partnerships across the organization. With regular exposure to senior management, your skills in communications, synthesizing complex information, strategic thinking and execution excellence will ensure your work is high profile and impactful.
Key Accountabilities
Play a lead role in the creation of Data Governance and Operations framework through program management and oversight of a strategic portfolio of projects.
Manage strategic projects, ensuring high quality execution and operational excellence within project teams.
Evangelize critical initiatives and adoption of new ways of working through a range of different channels and engagement approaches.
Establish mechanisms to ensure adoption and measure the impact of governance and standards on different business outcomes via improved scaling, speed to market, cost reductions and improvements in overall quality of solutions.
Provide senior management with a clear lens on the progress and performance of critical initiatives.
Define clear accountabilities, role and responsibilities around data governance and operations across data teams and the wider organization.
Work collaboratively across the CDO to establish and enforce good project hygiene and consistency across the CDO’s book of work.
Initiate and lead the authoring and stewardship of the standards necessary for DGO operations, controls and governance mechanisms.
Partner with the Head of Data Governance & Operations to build the new Data Governance & Operations organization including supporting existing staff transition, talent acquisition for new hires, workforce planning and organizational design.
Collaborate with Risk and Technology teams to ensure consistency and standardization in frameworks, processes and tools.
Act as a talent magnet to upskill existing and bring new talent into the Data Governance & Operations organization.
Create a mechanism and playbooks to scale new Data Governance & Operations capabilities across the organization.
Create and maintain appropriate program management and project artifacts working within a scaled Agile framework
Experience & Qualifications
Minimum Requirements:
Bachelor’s degree or the equivalent combination of education and relevant experience
10+ years of total relevant work experience ideally in a program / project leadership role with demonstrated experience of managing a portfolio of projects
A thorough understanding of data governance principles, frameworks and methodologies, and experience applying them in the real world all stages of the data lifecycle.
Execution excellence and a track record of delivering long term business value
Strong risk management awareness and understanding
A sound understanding of financial markets
Proven track record of attracting, hiring and retaining talent
Ability to think and plan strategically, working in ambiguous environments
Strong analytical skills and the ability to aggregate and simplify complex, disparate information
Experience navigating complex, global organizations
Strong written and oral communications skills with experience presenting and influencing at C-suite level

Preferred Requirements
Master’s degree or MBA
In-depth understanding of asset management industry
Experience leading and working in Agile environments, ideally at scale but with the ability to flex as needed e.g., waterfall
Lean Six Sigma or related skills and experience
Some, but not necessarily all of the following:
Data architecture, information management, conceptual data modelling, and ontologies.
Data condition/quality assessment and remediation.
Data warehousing and data operations.
Data valuation and working with data as an asset.
Experience developing and managing data sharing agreements.
Data ethics and privacy.
Cybersecurity risk assessment for data systems and processes, and knowledge of relevant standards and regulations such as ISO27001, 27002, NIST, NIS-D.
Metadata, reference data and master data management.
Change management, using established frameworks
FINRA Requirements
FINRA licenses are not required and will not be supported for this role.
Work Flexibility
This role is eligible for remote work up to two days a week.
