ABOUT THE POSITION
Riverside County Department of Environmental Health is currently seeking its next Deputy Director who will oversee the District Environmental Services Division. This division consists of: Retail Food, Recreational Water, Food and Pool Plan Check, Organized Camps, Mobilehome Parks, Retail Tobacco, and Vector Control Services. DES also responds to household garbage and sewage complaints.
In this role you will be responsible for establishing the annual budget, monitoring revenue/expenditures monthly, work closely with Human Resources personnel and making recommendations as necessary to improve the District Environmental Services Division. This assignment will also be responsible for the effective implementation of the programs mentioned. In this position you will be expected to work closely with fellow Environmental Health Deputy Directors and the Director to accomplish goals that the department has established.

This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (2) of the County Management Resolution and serves at the pleasure of their respective Department Head.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(B) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

The Riverside County Department of Environmental Health is a multifaceted department dedicated to protecting the health of people and the environment in Riverside County. Their mission, “to enhance the quality of life in Riverside County,” is accomplished through a dedicated staff of professionals including licensed and/or certified inspectors overseeing and enforcing numerous programs, from food facility inspections to hazardous waste designed to protect both the public and the environment.
EXAMPLES OF ESSENTIAL DUTIES
• Plan, organize, coordinate, monitor, review, and evaluate the activities and performance of assigned departments and programs to assure their effective and efficient operation; assist in the development of goals, objectives and policies for assigned areas; assist in the development and implementation of operating and administrative policies; review and study changes in legal and procedural requirements which affect programs, implementing necessary changes in department or agency operations; perform special studies as assigned by the Director; assume total responsibility for assigned special projects and provide periodic status reports.
• Select, assign, and direct subordinate supervisors, and evaluate their performance; act on the Director’s behalf as assigned.
• Participate in program planning and preparation of the annual department budget and monitor expenditures against the budget; assure the development and maintenance of revenue and cost controls to maintain compliance with budget; prepare work load statistics and fee studies; may negotiate service contracts with organizations and agencies.
• Interact with members of the Board of Supervisors and their staff regarding community issues, problems, regulated facilities, and constituent complaints; conduct public presentations at Board meetings, city council meetings, and community and social interest groups; speak before other professional and community groups; may chair or otherwise coordinate public advisory committees and represent the Department at state and local committees, taskforces, and work groups regarding various issues.
• Develop and promote effective working relationships with other County departments, local, regional, and state agencies, and organizations involved in environmental health, public health, animal services, and administrative services to facilitate coordinated programs, and solve mutual problems and/or exchange information.
• Investigate difficult or unusual environmental health, public health, or animal services issues or enforcement problems, and resolve complaints or conflicts that arise from state and local laws, regulations, program policies, staff enforcement activities, and public concerns; may confer with property owners, developers, and/or their representatives regarding the applicability and impact of County environmental and public health policies, ordinances, and other regulations on proposed new construction and land development.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor’s degree in public health, environmental health, health, business, or public administration, social work, psychology, nursing, or a related field to the assignment.
Experience: Four years of professional experience at a managerial or supervisory level in an environmental health, animal services, public health, health services, or human service agency, which must have included responsibility for directing the activities of subordinate staff, managing program budgeting, and coordinating staffing with other health, human services, environmental health, or animal services programs. (Graduation from an accredited college or university with a Master’s degree in public or environmental health, health, business, or public administration, or nursing may substitute for two years of the experience.)
Knowledge of: The principles of budget, organization and personnel management; policies and regulations affecting program administration; principles of supervision and staff utilization; functions of medical care, environmental health, or animal services facilities; functions and relationships of governmental agencies and community organizations responsible for providing public services; principles and methods of planning, developing, and evaluating assigned programs.
Ability to: Plan, organize, coordinate, evaluate, and manage the work of assigned functions and staff; analyze organizational, administrative and budgetary problems, and effectuate sound solutions; comprehend, interpret and apply laws, rules, regulations, and procedures affecting operations; maintain effective relationships with a variety of agencies, organizations and individuals; promote various program and services awareness among community groups and organizations; prepare comprehensive and clear oral and written reports.
Registration: A valid California Registered Environmental Health Specialist (REHS) is required.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
