ABOUT THE POSITION
Riverside University Health System (RUHS) Medically Indigent Services Program (MISP) is currently recruiting to fill multiple vacancies for an Eligibility Specialist Trainee/I/II – Regular & TAP. The incumbent will support the Medically Indigent Services Program in Riverside and Murrieta and travel to various locations throughout Riverside County.
The incumbent in this position will have experience with Medi-Cal eligibility in a hospital environment. The Eligibility Specialist Trainee/I/II – Regular & TAP will be tasked with eligibility services for one or more public social service aids or medical assistance programs as well as review, evaluate, investigate, and justify eligibility determinations. Additionally, the incumbent will assist in community outreaches, welcome patients to the facility, verify medical insurance coverage or assist patients with Medi-Cal eligibility, schedule appointments for consultations, tests, and procedures, as well as answer phone and email inquiries. Riverside University Health System (RUHS) Medically Indigent Services Program (MISP) desires candidates who have experience with bedside assisting, performing Intake worker duties, and data entry.
Required bilingual – Spanish Level I & II

EXAMPLES OF ESSENTIAL DUTIES
• Initially participates in a training program consisting of formalized training and on-the-job training which would give instruction to learn the typical duties performed by the journey level classes.
• Interviews applicants for and recipients of one or more aid categories to assist them in the completion and clarification of the application and declaration forms upon which eligibility decisions are bases; conducts such interviews in the Medically Indigent Services Program (M.I.S.P.) offices, clinics or in the hospitals.
• Obtains pertinent information concerning such items as income, other financial resources, and financial obligations/debts from applicants and recipients; obtains additional information to resolve discrepancies in the applications and declarations by telephone, correspondence, or personal interviews.
• Determines eligibility in accordance with established procedures; records information for case records; interprets program regulations and other pertinent material to applicants, recipients, and the general public.
• Compute amount of grant authorized and perform other similar required computations; may prepare and maintain other documents associated with the eligibility determining process.
• On the basis of observation, or of need expressed by applicant orally or in specified locations on the applications and declaration forms, refers all applicants and recipients who appear to need social services to designated staff members after completing the appropriate referral forms.
MINIMUM QUALIFICATIONS
Eligibility Specialist Trainee
$34,229.52 – $47,693.98 Annually
Eligibility Specialist Trainee- TAP

OPTION I
Experience: Two years of general or specialized office experience comparable to Riverside County’s Office Assistant II or higher, or Departmental Supportive Services Aide classification.
OPTION II
Education: Completion of 60 semester/90 quarter units at a recognized college including at least 15 semester/18 quarter units in one or more of the following: social welfare, sociology, social/human services, other behavioral sciences, business/public administration.
OPTION III
Experience: Two years of experience involving responsibility for interviewing or decision-making in a clerical capacity or higher in a personnel office, employment, unemployment, disability insurance, workers; compensation, or social security offices, hospitals, physicians’ offices, insurance firms, social service or similar agencies.
Eligibility Specialist I
$34,677.76 – $50,311.66 Annually
Eligibility Specialist I – TAP
$16.6720 Hourly
Experience: Successful completion of Riverside County Health Services Agency, Medically Indigent Services Program On-the-Job Training Program.
Eligibility Specialist II
$38,493.10 – $55,910.19 Annually
Eligibility Specialist II – TAP
$18.5063 Hourly
Experience: Twelve months of experience performing duties comparable to Riverside County Health Services agency’s Eligibility Specialist I classification in the Medically Indigent Services Program.
Eligibility Specialist I & II
Knowledge of: The goals of public social service agencies, hospitals and health care facilities; the basic laws, rules, and regulations governing eligibility and grant determinations for public assistance programs; interviewing and record keeping techniques; problems requiring referral to the staff; standard office procedures and practices.
Ability to: Interview effectively in a variety of settings; accurately gather, record, and correctly evaluate data necessary for the determination of eligibility for various public assistance programs, correctly interpret the rules and regulations governing eligibility determinations to applicants, recipients, and the general public; speak and write effectively; maintain accurate and systematic records identify problems requiring referral to other Department staff.

Condition of Employment
In accordance with the California Department of Public Health Order dated August 5, 2021, and amended December 22, 2021, healthcare facility workers who work in indoor settings where care is provided to patients or where patients have access for any purpose must be vaccinated against COVID-19 as follows: the first dose of a one-dose regimen or second dose of a two-dose regimen, by September 30, 2021. Effective March 1, 2022, all healthcare facility workers must have their booster, obtain the booster within 15 days of becoming eligible for one or have a declination form on file for the booster. Consideration may be given to candidates who are in the process of completing their vaccination regimen.
The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs, or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons. Workers who are exempted from the vaccination requirements must observe all other infection control requirements required by their work site.
A requirement of employment is to provide proof of COVID-19 vaccination, or a completed COVID-19 Vaccination Declination form (filled out by the candidate and their medical provider as appropriate), during the pre-employment process. Failure to submit the required documentation may render a candidate ineligible to move forward in the process.

License/Certificate: Possession of a valid California Driver’s License is required.

The Human Resources Department will coordinate a Bilingual (Spanish) Non-Proctored Assessment.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
