Job Description

Position Summary

This position functions under the direct supervision of the Director of Maternal and Child Health Service (MCH). Primary responsibilities include providing state level leadership in MCH program and services development as well as policy and procedures. In addition, this position serves as a technical resource on lactation nutrition national standards and best practices for state level MCH staff, internal partners, and external partners.

Position Responsibilities/Essential Functions

The functions performed by employees in this job family will vary by level, but may include the following:

• Provide consultation to Community and Family Health Services staff, MCH staff, and internal and external partners on federal and state policy, procedures, rules, and regulations.
• Act as liaison between MCH and other Community and Family Health Services programs, MCH programs, OSDH programs, and state and national partners.
• Develop policy and procedures, rules, and regulations for the state’s MCH population consistent with federal and state laws and national standards.
• Provide direct oversight for statewide projects.
• Develop and monitor assigned MCH contracts.
• Lead the Breastfeeding Workgroup of the Preparing for a Lifetime Initiative to reduce infant mortality.
• Provide team leadership for MCH Comprehensive Program Reviews of county health departments.
• Develop and coordinate staff development trainings and preventive health education presentations.
• Develop MCH and Oklahoma State Department of Health (OSDH) publications.
• Assist in the development of federal grant applications.
• Respond and complete interviews with local and state media as requested.
• Represent MCH and OSDH at state and national meetings.
• Other duties as assigned.

Education and Experience

Requirements at this level consist of Registration as a Registered Dietitian with the Commission on Dietetic Registration, Academy of Nutrition and Dietetics, and Licensure with the Oklahoma State Board of Medical Licensure and Supervision plus two years of experience as a registered dietitian. Public health experience is preferred.  A master’s degree in public health with a major in nutrition or a master’s degree in foods and nutrition with an emphasis on nutrition is also preferred and may substitute for one year of experience.

Valued Knowledge, Skills and Abilities

Knowledge of agency policies and procedures; of state and federal regulations relevant to agency programs; of sound methods of administration, management and planning principles and practices; of nutrition principles and theory; experience in clinical and public health nutrition services; national registration by the Commission on Dietetic Registration, the credentialing agency of the Academy of Nutrition and Dietetics. Ability is required to administer services; to provide nutrition and lactation consultation; to communicate effectively in writing and verbally; to maintain effective working relationships with others; and to exercise judgment in the solution of problems.

Physical Demands and Work Environment

Work is typically performed in an office setting with a climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms.  This position requires long period of sitting and daily use of computer and phone. Applicants must be willing to perform all job-related travel associated with this position.
