Senior Manager, Safety

Seaspan Seeking Senior Manager, Safety for immediate hire. Accepting applications from all groups. The Senior Manager, Safety for Vancouver Drydock and the W Building, located in North Vancouver, is responsible for the management of the Safety Advisors and Coordinators, as well as the implementation and ongoing maintenance of the safety management system. The Senior Manager, Safety initiates and monitors safety programs, develops policies and procedures, oversees the audit program, liaises with external auditors (i.e., LRQA, COR, etc.) and plans safety training. The role ensures regulatory compliance and that all managers, supervisors and employees receive the appropriate training and education to fulfil their roles safely.

Note: Due to business needs, this position is required to be fully on-site based at Vancouver Drydock in North Vancouver, B.C.

What you’ll do

• Implement the safety management system in line with applicable OHSAS standard through coaching and instruction to Managers and Supervisors on their individual legal obligations and assisting them to integrate these duties into daily activities.
• Update and maintain the safety management system on an ongoing basis ensuring it remains current and relevant. Responsible for leading the Third-Party OHSAS audits.
• Develop and recommend strategies on the implementation of safety management systems, education and training programs, accident prevention initiatives, industrial hygiene (prevention of exposure), engineering controls, first aid provisions, emergency response, fire safety, accident investigations and injury reporting protocols.
• Assist in the development and implementation of the health and safety training program(s).
• Produce the internal audit program, for the formulation of action plans (that are subsequent to the audit) and for achieving full compliance with audit recommendations.
• Manage the safety team in terms of personal performance, expectations, AMS goals, motivation and team building. Establishes actions plans with the Safety Coordinators and conducts quarterly reviews on progress and completion of action items.
• Assist the Director, Safety & Environment on all regulatory appeals i.e., WCB Order, Administrative Penalties and Prosecutions, WCB Assessments, Federal Directives or Prosecutions and handles all incident investigations where there is a risk of prosecution.
• Acts as an internal resource for divisional/operational Managers with regards to the company’s health and safety policies. Monitors and reports levels of compliance to the Director, Safety & Environment.
• Communicates and works with Union leaders on safety policy development and implementation. Assists the Director, Safety & Environment to search for consensus so that safety policies are accepted by the Union leaders.
• Develops and implements procedures that will ensure consistency during work activities. Takes a lead role in risk management, hazard assessment, task analysis training in risk control, corrective actions and monitoring efficiency of new and existing control measures.
• Inspects the worksite and conducts vessel visits, spends time talking to and listening to employees. Communicates how initiatives are being received and how effective they are with Managers.
• Networks and shares information with various external bodies i.e. local emergency response, fire departments, local council, Transport Canada, Transportation Safety Board, HRDC and Worksafe BC to ensure good relationships are developed, to keep informed of any regulatory changes and to become a stakeholder in any review bodies.
• Assists the Director, Safety & Environment on various safety issues that impact the wider industry group, i.e. Council of Marine Carriers, Joint Industry Safety Committee, and any Worksafe BC working groups.
• Partners with Managers and coaches them on how they can contribute and influence change through their own actions. Apprises Managers of new and forthcoming legislative changes and internal policy changes.
• Leads the monthly safety/operations management reviews.
• Oversees accident investigation and develops/implements a root cause analysis system. Collects data, develops trends and communicates the common reasons why accidents are occurring in work sites.
• Oversees the Safety Corrective Action System and ensures completion of corrective actions that are raised. Links the corrective action system to the accident investigation/root cause analysis process so that Safety Coordinators and Managers can review accident data and trends.
• Maintains the Health and Safety Manual and Master’s Standing Orders (Section C) ensuring the information is current, relevant and up to date. Develops innovative methods to transfer/communicate information to supervisors and employees.
• Researches and implements specific projects as directed by Senior Director, HSE.

What you’ll bring

• Completion of a diploma or degree in Occupational Health and Safety.
• A minimum of 10 years’ experience with safety management systems and process safety management implementation, preferably in shipbuilding/ship repair, marine transportation or manufacturing industries.
• Completion of professional registration or designation is required. (i.e., CRSP, CSP, ROH, CIH etc.).
• Strong MS Office computer skills and experience with excel data bases and associated development.
• An equivalent combination of education and experience may be considered.
• Solid understanding and application of Health and Safety Regulations in BC and Canada, including Work Safe BC Regulations and the Workers Compensation Act.
• Solid understanding of accident causation and prevention.
• Proficient at conducting internal and external audits.
• Knowledge, training and experience with safety management systems development, auditing, and execution of performance standards. (i.e., OHSAS 18001:2007 – Health and Safety Management, ISO 14001:2004 – Environmental Management, ISRS, Certificate of Recognition Programs).
• Demonstrates the ability to work effectively at all levels of the organization and to collaborate with line managers and staff in order to achieve excellent health and safety standards.
• Strong analytical and problem-solving skills.
• Strong leadership ability and sound judgement skills.
• Ability to develop innovative solutions that will impact behavior and continually draw focus on personal safety as being the top operating priority.
• Ability to successfully implement health and safety management programs, policies and systems in a complex and multi-union environment.

The estimated salary for this position is $135,000 – $165,000. In determining final salary, Seaspan considers many factors including the successful Candidate’s skillset and experience as well as position location and internal equity. The final base salary offer will be at the Company’s sole discretion and presented as part of a competitive total compensation package.
